He says use the good years to caulk the hull or pay down debt. The good years were when bush took office and what did he do pay down debt? no he decided to give people money, you all remember it, give people 600 hundred dollars to vote for me. Oh yeah the good years were when bush took over for Clinton, and the bad years were when Obama took over for Bush.
